Le Potenzialità del Trust come Veicolo Istituzionale Prescelto per Responsabilizzare il Terzo Settore nel Recupero e nella Valorizzazione del Patrimo…
2019
Local Government in the Baltic States: Similar but Different
2006
Abstract The administrative–territorial structure of local government in the three Baltic countries is very different. In Lithuania, administrative–territorial reorganisation was achieved quickly using command methods, by removing local governments at the municipal level, leaving local governments at county level with average population over 60,000, among the largest in Europe. In Estonia, local government exists in town and rural municipalities, but many are very small. There are administrative structures at county level, but these are part of local state administration, without elections. In Latvia, there are two levels of elected local government, but the municipalities at the lower leve…
Geographical Distribution of Unemployment: An Analysis of Provincial Differences in Italy
2007
Unemployment rates appear to vary widely at a subregional (e.g., local or provincial) level. Using spatial econometric models for spatial autocorrelation, this paper focuses attention on the spatial structure of regional unemployment disparities of Italian provinces. On the basis of findings from the economic literature and of the available socio-economic data, various model specifications including different explanatory variables are tested to investigate the geographical distribution of unemployment in the 103 provinces of Italy for the years 1998 and 2003. The results suggest that there is a clear explanation of unemployment differentials in terms of spatial equilibrium and disequilibriu…
Sports Cars, Sleaze and Gamma Rays: Rhineland-Palatinate Elects its First Red-Green Government
2012
The 2011 election in Rhineland-Palatinate was a political earthquake: Following a string of political scandals, the SPD lost almost ten percentage points of their support, while the CDU could hardly improve on their disastrous 2006 result. The FDP is no longer represented in the state parliament. The Greens more than tripled their last result, allowing them to enter a coalition with the SPD for the first time. Analyses at the municipal level show that the party improved most in their urban strongholds while still showing a (relatively) weak performance in rural areas. This will make it difficult to sustain the momentum of their victory. Moreover, the SPD is battered and bruised and needs to…
The Role of the Church and Mosque in the Political Mobilization of Black African Immigrants in Finland at the Municipal Level
2015
Research has generally shown that the church and mosque play some role in immigrant political integration, especially mobilization. In Finland, this is not yet known as no research has yet examined it. This leaves a gap on whether the church and/or the mosque play such role. This paper seeks to fill this gap, using Black African immigrants as a case study through in-depth interviews. The focus is on political mobilization at the municipal level where many immigrants in Finland have full local suffrage. The study does not just examine the role of the church and mosque in mobilization in conventional politics (such as voting, party membership, campaigning), but also in the unconventional (suc…
The School Boards Between Power and Influence
2014
The decentralized Scandinavian school structure with the municipal school committee as a central factor between the municipal council and other school interests gives the school board a central role in the implementation of the centrally decided school legislation from the parliament. Therefore, the central questions in modern Scandinavian schooling are: what are the ways of influence and what power mechanisms are in play throughout the schooling system.
Municipal Thematical and Territorial Indicator Systems for Sustainable Socio-Ecological Coastal Governance
2017
Abstract . There are recognized in Latvia the lack of locally based coastal socio-ecological research knowledge and its interpretation into municipal safety and development planning from one side as well as also only land-side oriented and separate sectorial development interests based coastal municipalities’ governance/planning practice from other side. Coastal governance practice development problems solution at the local level are to be seen at both ends of governance cycle – coastal situation evaluation (e.g. science) and policy design and implementation . Overall objective is to create, apply/test and use applicable interface system for integrated coastal science transfer into integrat…
A spatial analysis of Italian unemployment differences
2008
Using spatial econometric models, this paper focuses attention on the spatial structure of provincial unemployment disparities of Italian provinces for the year 2003. On the basis of findings from the economic literature and of the available socio-economic data, various model specifications including supply- and demand-side variables are tested. Further we use ESDA analysis as equivalent to integration analysis on time series; therefore it is applied on each variable, dependent and independent, involved in the statistical model. The suggestions of ESDA lead us to the most adequate statistical model, which estimates indicate that there is a significant degree of neighbouring effect (i.e. pos…
Municipal Building Regulations for Energy Efficiency in Southern Italy
2014
The building sector is still one of the most energy consuming sectors in Italy, like developed countries in Europe. At European level, the main policy driver related to the energy use in buildings is the Energy Performance of Buildings Directive (EPBD, 2002/91/EC) and its recast. Through the EPBD in- troduction, requirements for certification, inspections, training or renovation are now imposed in Member States. In order to fulfill the expected changes, local regulations are a key factor aiming at sustainable territorial planning. It is thus required support the issue of local rules at municipal level in order to guide local administrators and technicians and to limit discretional power of …
